Principle: When two or more persons agree to do, or cause to be done an illegal act, or an act which is not illegal by illegal means, such an agreement is designated as "criminal conspiracy."

Facts: A and B enter into an agreement to set up an enterprise for trading in timber. In order to obtain the license for which there are certain strict guidelines they hire the services of one C, a consultant. C promises A and B to arrange for license within a month and towards this end he asks A and B to pay him Rs. 25,000/- for various formalities to be completed. A and B pay the amount to C. C gets in touch with D, a clerk in the local forest department office who advises him to arrange for at least Rs. 20,000/- to be paid as bribe to the sanctioning officer E. C uses Rs. 20,000/- out of the amount that was paid to him by A and B. It is decided that D will send this sum of money to E on the next Sunday. Identify the people who can be held liable for criminal conspiracy.
