How he knows who has it? Objective or subjective test? Reminds me of the doppler effect. The closer the sound, the louder it is because it bounces off and ripples less!

I once studied the Law of Meetings. I may still have a book or two on that
Law. It is recognised in meetings to have a "Voice Vote" as a form of
voting. Even at company AGMs, you can have a voice vote. I guess the
Speaker uses the voice vote as the fastest (easiest?) way of determining
the votes of MPs. The other methods eg Show of Hands, Division, etc would
take much longer.
