Position:    Project QA/QC Manager

Duration:    12+ Months

Location:    Becker, MN 55308

 

Position Summary
This position is responsible for providing oversight and managing standards and QA/QC oversight processes for the conduct of all capital and project engineering activities. Additional accountabilities include coordination with plant directors, project directors, and project leads to meet QA/QC functional requirements for all major and routine capital projects. This position is the primary contact with architect/engineers/vendors for engineering and technical services and provides technical support for contracts and procurement for assigned projects. This position reports to the Manager, Energy Supply Quality Management Programs.

Responsibilities:

a) Experience in successful management of large commercial electric utility projects, including demonstrated ability to integrate project requirements into work management and outage planning processes. Ensures coordination of the projects with ongoing plant operations and maintenance planning actions. Provides consulting and leadership through all aspects of the major capital and base projects including coordination with: plant operations, and project management including contract personnel.

b) Effectively manage projects; Inspect/review field construction activities including; job site safety, lay down areas, security, scheduling/staffing of labor resources, project schedule (earned value), procurement, documentation (including review, approval, file management, etc.), receipt of material & equipment, material fabrication/installation, QA/QC measures (including inspections & testing), change orders, job site communication, supervision and project reports (scope, schedule, financial, etc.) and takes action to correct/mitigate issues, as appropriate.

c) Responsible for ensuring project oversight teams are staffed and developed to assure project objectives are fulfilled. Ensures potential contractors and suppliers are qualified to perform work in accordance with nuclear quality assurance standards and processes.

d) Detailed knowledge and experience in sourcing and contracts with major vendors and architect/engineering firms, including fabrication oversight responsibilities in an international marketplace. Facilitates decision-making regarding contracting strategy to be used on major projects. Communicates with and establishes effective working relationship with external entities and internal organizations to maximize project efficiency, effectiveness, responsiveness and resource allocation. Reviews and analyzes construction performance against industry trends.

e) Responsible for developing and managing uniform construction standards and processes for all major capital projects across the Energy Supply fleet. Provides QA/QC recommendations to the construction director and superintendents in Energy Supply.

f) Accountable for ensuring ongoing and final project performance objectives (safety, quality, schedule, cost) are achieved, documented and reported in accordance with Energy Supply policies and processes. Initiates project surveillances and inspections to ensure that compliance with internal and external requirements (safety, financial, environmental, security, technical, etc.) are achieved and documented.
