Job Description

 

 EDUCATION:

• Bachelor's Degree in Computer Science or related field. Completion of an approved educational program or four years of related experience may be accepted in lieu of degree. 

• Requires knowledge of advanced technology, business applications, the development process and systems design in such areas as multi-processing and multi-configuration, terminal oriented and communication based systems, etc.

 

 EXPERIENCE:

• Must have a minimum of seven years Health Plan Operations experience in positions of progressive responsibility. These seven years must include five years of Facets configuration and analysis and/or application programming experience with relational databases.

• Expert Database Experience strongly preferred (SQL or Sybase).

• Expert skills with database tools and query languages strongly preferred (Sybase Central, MS SQL Management Studio/Query Analyzer, MS Access, Transact-SQL).

• Expert MS Excel skills preferred.

• Must have good communication and negotiation skills in order to interact with site peers, local management and executives on business and technical issues for project planning. 

• Previous experience demonstrating creativity in assignments and leadership in technical field of specialization is required.

• Must be proficient in writing technical documentation from a business and technical perspective.

• Experience developing tools to enable efficient configuration and analysis is required.

• Must have experience participating in risk management assessments related to project solutions.

 

ANALYTICAL & CREATIVE:

• Must have sophisticated business and technical expertise, extensive configuration and systems knowledge.

• Contributes to the development and improvement of systems configuration/analysis techniques.

 

ACCOUNTABILITIES:

Analyzes business requirements, develops and evaluates alternatives, prepares proposals and design specifications for complex configuration systems or applications to meet operations-identified needs, goals, and metrics.

• Serves as subject matter expert in software purchase decisions. 

• Contributes to development of strategy and architecture. 

• Provides operational and technical advice to management, recommending approaches and solutions to complex problems.

• Accountable for completion of tasks within estimates and schedules.

Participates in decision-making and design of solutions for strategic goals which result in efficient, accurate and quality configuration and maintenance of the company's core and integrated systems.

Codes, installs, tests, implements and maintains systems to meet client needs.

Estimates resources; translates major client requirements into installation modifications; develops plans and schedules for major installation projects to ensure client satisfaction.

• Effectively communicates plans, schedules and requirements to business owner.

• Provides recommendation and influences the decision-making process.

• Participates with client in development of test plan and execution of testing system changes/enhancements.

Analyzes objectives, solves problems, and develops requirements and proposals for configuration systems, applications and languages.

• Contributes to the development of new configuration/analysis concepts and improvement of existing techniques.

• Ensures documentation of system changes in accordance with departmental policies and procedures as well as audit requirements.

Serves as team lead on configuration projects and mentors other team members to ensure project goals are met.

• Mentors and assists with the skill development of Advisory Configuration Architect, Sr. Business Engineering Analysts and Business Engineering Analysts.

• Keeps technically current with changes and improvements within area of assignment or specialization, incorporating them where applicable.

Works directly with contract/vendor relationships to ensure business and technical requirements are fulfilled.

Develops and maintains cross-functional expertise across multiple applications and systems.
