   Who came up with the idea that a cabinet member with a position in the center of the world diplomatic arena wouldn’t have a top secret clearance and probably higher than that.   Just had to be a progressive somewhere who hasn’t quite completed their on the job training yet. (Of course, even those who have completed their OJT in this administration would get a redo if they had a competent grader and trainer).
