The beauty of the Constitution is that it is subject to interpretations. So - your interpretation is different than his. These is also the issue of precedent (an accepted legal doctrine) which you conveniently ignore.

1) He is intelligent. As are most national leaders... Second , Intelligent in WHAT area??? His claims in Constitutional law are over stated... Proof is in the claims he has made about the Constitution... Example Obamacare Constitutional due to Commerce clause... 7-2 as NOT constitution for that reason... It is Constitution AS A TAX which Obama claimed Obamacare is not...
2) and understands the intentions of the Framers. That is your opinion... Frankly, as a Constitutional Scholar, Obama is NOT very impressive to me... In fact, he has done several unconstitutional acts as President in my opinion (including to determine the meaning of what constitutes as Senate session for another branch of government)...
