It just means that nationality and citizenship are different concepts, even though we quite often use the two terms interchangeably. I could be a Malawian national but an American citizen.
I think the nationals of American Samoa all the protections enjoyed by an american national it may be that they probably do not enjoy certain civil and political rights, for example they may not vote in US presidential elections.
